Heather Weaver graduated from Dickinson College in Carlisle, PA in 1999, summa cum laude, with a degree in liberal arts, majoring in political science (with her honors thesis focusing on Marxist theory and consumerism). She graduated from the University of California, Berkeley (Boalt Hall) in 2003, where she was a Notes and Comments Editor for the California Law Review. She also took part in several Moot Court competitions there. In the first-year moot court competition, which addressed the issue of free-speech in public schools, she was awarded best oral argument; and in the third-year McBaine Moot Court competition, which also addressed free speech in schools, she won the best petitioner brief award. After law school, Heather was an associate at Quinn Emanuel Urquhart Oliver & Hedges for nearly two years, practicing general business litigation; thereafter she was an attorney at Americans United for Separation of Church and State for 3 years; and she began there at PFRB in August 2008.
