Mr. Thomas Miller

Associate Counsel, Office of the Assistant General Counsel (Manpower and Reserve Affairs), Department of the Navy

Mr. Miller is an Associate Counsel in the Office of the Assistant General Counsel (Manpower and Reserve Affairs), Department of the Navy. Mr. Miller is responsible for providing advice on labor and employment law, military personnel law, and legislation affecting the Department of the Navy in these areas.  Mr. Miller has also represented the Department in civilian personnel law cases in the Federal Courts and before the Equal Employment Opportunity Commission and the Merit Systems Protection Board.

Mr. Miller served for 20 years as a Marine Corps judge advocate, retiring as a Lieutenant Colonel in 2000.  In addition to assignments as a trial and defense counsel before courts-martial, Mr. Miller served as an appellate government counsel before the military appellate courts in the Office of the Judge Advocate General of the Navy and as liaison to the Office of the Solicitor General in military justice cases.  Mr. Miller also served as a civilian and military personnel law counsel in the Office of Counsel for the Commandant, Headquarters, U.S. Marine Corps.  His decorations included three Navy Commendation Medals and the Legion of Merit.

Mr. Miller is a graduate of Boston College and Boston College Law School.  He also has an LL.M. in Labor Law from George Washington University and an LL.M. in Military Law from the Judge Advocate General's School, U.S. Army.  Mr. Miller is admitted to practice law in Massachusetts, the District of Columbia, the U.S. Supreme Court, and the U.S. Court of Appeals for the Armed Forces.
