Ms. Karen Wagner

Karen Wagner graduated from the University of Iowa Law School in 1987. She has been a lawyer for the Department of Health and Human Services (HHS) for almost twenty years. She worked in the Public Health Division (PHD) of the Office of the General Counsel (OGC), HHS, providing legal advice to the National Institute on Drug Abuse and then the Substance Abuse and Mental Health Services Administration. For the last five years, she has worked in the General Law Division of OGC, providing legal advice to the agencies within HHS on fiscal and appropriations issues. Ms. Wagner has been involved in the issues at HHS relating to faith-based and community organizations receiving federal funds.
